The purpose of this study is to identify and improve the areas open to improvement of educational institutions and their employees, to systematize continuous improvement, and to develop an E-Performance Management System in order to increase the effectiveness and efficiency of the company's materials and human resources. The study is a qualitative study in scanning pattern. First of all, the related literature was examined. The obtained data were compiled in accordance with the purpose of the study. A performance management system cycle was prepared based on the findings obtained. The system consists of two parts as individual and corporate performance. The system consists of evaluation, recognition, monitoring and development and monitoring continuous improvement. Process and result criteria were used while evaluating the performance of individuals and institutions. In the process evaluation, the necessary criteria for individual performance, teachers, administrators and other employees' professional competencies were used. For the institution, the criteria used are derived from the institutional standards developed by the working group. The result criteria are some ratios, which are quantitative expressions of the work of individuals and institutions. In addition, the system is an electronic system based on multiple data sources. For the stakeholders who have the best opportunity to observe individuals or the stakeholders of the institutions, forms have been prepared and placed in the electronic system. Stakeholders will make an evaluation by logging into the system with the passwords given to them in the determined evaluation calendar. Development gaps of individuals and institutions will be determined by taking the averages of the evaluations.
