The aim of this study is; To develop a valid and reliable data collection tool in order to reveal whether the administrators working in public primary schools affiliated with the Ministry of National Education act as nepotism in their practices based on the perceptions of teachers working in primary schools. Nepotism can be defined as the unfair and illegal support and protection of the people whom the managers feel close to. The study group of the research consists of 150 teachers working in five primary schools in the city center of Van. At the end of the study, "Nepotism in School Management Scale" was developed, which was collected under four factors as "evaluation, coordination, organizing and planning" and consisted of 25 items of Liket type. Validity and reliability studies of the scale have been conducted and the scale has been found to be highly valid and reliable. The findings obtained as a result of this study revealed that "Nepotism in School Management Scale" is a valid and reliable data collection tool that can be used to determine teachers' perceptions about whether administrators working in public primary schools affiliated with the Ministry of National Education act as nepotism or not in their practices.
